Thomas M. Donnelly graduated with honors from the University of Baltimore School of Law in May 2000 and was sworn in as a Maryland lawyer in December 2000. He earned his undergraduate degree from the University of Maryland at College Park with a major in Criminology / Criminal Justice in December 1995.
Mr. Donnelly has extensive experience in trial work and appeals and has worked both in private practice and as an Assistant State's Attorney for Baltimore City. His practice includes both civil and criminal trial work and appeals. He has litigated matters in the Office of Administrative Hearings for Maryland, Maryland District Court, Circuit Court, Court of Special Appeals of Maryland and Court of Appeals of Maryland, as well as the United States District Court for the District of Maryland and the Fourth Circuit Court of Appeals.
Thomas M. Donnelly is a bar member of the United States Supreme Court, Fourth Circuit Court of Appeals, United States District Court for the District of Maryland and the Court of Appeals of Maryland. He is a member of the American Bar Association, Maryland State Bar Association, Baltimore City Bar Association and Frederick County Bar Association.
Thomas M. Donnelly currently serves on the Attorney Grievance Commission of Maryland's Peer Review Committee, Executive Committee to the Veterans and Military Law Section of the Maryland State Bar Association, Criminal Law Committee of the Baltimore City Bar Association, and is a member and volunteer at the Baltimore City Bar Association's Lawyer Referral and Information Service.
He was nominated and selected by Superlawyer's magazine as a Rising Star of 2010 and has had two articles published by the American Bar Association (The Waiting is the Hardest Part: A Primer on Post Conviction Practice and Trial and Appeal: Which Courtroom Suits You Best?
